Lubbock Power & Light is the wires company for most of Lubbock, and since March 2024 it has been a delivery-only utility. LP&L no longer sells you electricity. It maintains the poles, wires, substations and meters, restores your power after a storm, and passes its delivery charges through on a bill that now comes from the retail provider you pick.
That change put you in charge of the largest line item on your bill. LP&L is municipally owned by the City of Lubbock, was established in 1916, and is the largest municipal electric system in West Texas and the third largest in the state. It operates 345, 115 and 69 kilovolt transmission lines, 4, 15 and 23 kilovolt distribution lines, and more than 107,000 electric meters. Worth knowing before you shop: LP&L is not the utility at every Lubbock address. South Plains Electric Cooperative and Southwestern Public Service Company also serve customers inside the city limits, and only LP&L addresses can shop the competitive market.

One difference from the rest of Texas is worth understanding. Oncor, CenterPoint, AEP and TNMP have their delivery rates set by the Public Utility Commission of Texas. LP&L is a municipal utility, so its delivery rates are set by the Lubbock Electric Utility Board and approved by the Lubbock City Council, then filed with the PUCT for informational purposes only. The rates still apply equally to every LP&L customer and your provider still cannot mark them up, but the body that changes them is your city government, not the state commission.
